Rs.1058 crore for development of roads, bridges and buildings

CHANDIGARH, June 14 - Haryana Government has decided to reactivate its Roads and Bridges Corporation by appointing its full time Managing Director and spend about Rs.1058 crore on development of roads, bridges and buildings during the current financial year as against the allocation of Rs.695 crore for the same purpose during last financial year. On the suggestion of PWD Minister, Mr Venod Sharma,it was decided to constitute a committee to purchase latest equipment to test quality of material used to lay roads. Mr Venod Sharma also suggested that atleast five mobile units be set up in this regard by equipping vehicles with latest testing gadgets. TheMinister also stressed the need for strengthening of laboratories and getting accounts of the department audited by an outside agency.

100 percent sewerage system in all towns of Haryana

CHANDIGARH, June 14 - Haryana Government has decided to prepare a comprehensive plan for providing100 per cent sewerage system in all towns of the State. A decision to this effect was taken in a meeting presided over by Chief Minister, Mr. Bhupinder SinghHooda to review the functioning of the Public Health Department, here last evening. It was decided to seek funds for the implementation of this ambitious project either from the World Bankor any other financing agnecy. Mr. Hooda, while reviewing the status of sewerage system in towns expressed his concern over the present status as there were many towns which did not have sewerage system and there were also those where it was upto 50 per cent.He directed that apart from providing 100 percent sewerage system in all towns, the supply of drinking water should also be augmented on priority basis inrural as well as urban areas.

CHANDIGARH, June 14 - Haryana Government has decided to open 2000 Rajiv Gandhi Alternative Education Centres in the State under Sarv Shiksha Abhiyan so that no child between the age group of 6and 14 years is deprived of elementary education. This was stated by the Deputy Chairman, State Planning Board, Mr. Ranjit Singh after inaugurating newly constructed two rooms of a school under Sarv Shiksha Abhiyan at village Lehrana in district Sirsa today. He said that 116 such Centres had been opened in the district through which 3500 children were being provided education facilities. He said that in order to provide proper sitting arrangements to the students, the Government had decided to construct proper buildings for every school and arrange dual desks for the students of higher secondary schools in the State.The State government had taken an important decision to link all the schools of the State with power facility.

The Haryana Health Department will provide 20 ambulances at Community Health Centres

Chandigarh, June 14 - The Haryana Health Department will provide 20 ambulances at a cost of Rs. 1.21 crore to the Community Health Centres (CHCs) of the State. A spokesman of the Health Department disclosed that no user fee would be charged from the families of thepeople below the poverty line and the cost of the same would be borne by the department. He stated that these vehicles would be placed at the CHCs at Khol,Bargundha, Ellenabad, Jhoju Kalan, Jaun Purkhas,Mudlana, Ujana, Kalwa, Kharak Ramji, Punhana,Mirchpur, Assandh, Ghauraunda, Nagal, Sirohi Ahgar,Kiloi, Swan, Ballabhgarh and Sohna. He said that the recurring cost of these ambulances would be borne out of the Self Sustainable Scheme. He further added that the drivers for these vehicles would be contracted at the local level and they would bear all expenses of vehicle maintenance. He said that the POL and his remuneration would be paid out of the user fee.

Live grenade exploded by children in Hissar

Chandigarh, June 13 - The Haryana Chief Minister, Mr.Bhupinder Singh Hooda has announced to grant underRajiv Gandhi Insurance Security Scheme, Rs. one lakh each to the families of two adult pesons and Rs.50000 each to the families of two children who werekilled in a grenade explosion at village Bhojawas inHisar district today. He also announced to grant Rs.10000 each to the injured of the incident. Mr. Hooda directed the Deputy Commissioner, Hisar that free medical aid and other assistance should beprovided to the injured. The explosion took place when some children had brought live grenade from the Hisar firing range which exploded suddenly causing death of four persons and injuring five.

CHANDIGARH, June 13 - Haryana Cabinet, today approved the proposal of the Excise and Taxation Department to change the qualifications for appointment and tenure of Chairman and members ofthe Haryana Tax Tribunal so as to broaden the qualification criteria for the same. It was decided that a person shall not qualify for appointment as Chairman of the Tribunal unless he hasbeen a judge of a High Court or an Advocate withminimum 15 years of practice or is or has been a Financial Commissioner and Principal Secretary of the State Government or a Chartered Accountant with aminimum of 15 years of practice in a Tax Tribunal orhas completed at least three years as member of theTribunal. It was also decided that a person would not be qualified for appointment as a member of the tribunal unless he had been a District and Sessions Judge or an advocate with a minimum of 10 years of practice or is or has been an officer of the Excise and TaxationDepartment, Haryana having worked as Additional Exciseand Taxation Commissioner for at least three years oris a Chartered Accountant with a minimum of 10 years of practice. All members of the Tribunal would not be appointed from single category. A member of the Tribunal, other than the Chairman will hold office for a term of three years from the date on which he enters his office or until attains the age of 65 years, which ever is later. The Chairman would hold office for a term of three years from the date on which he enters his office or until he attains the age of 65 years, whichever would be earlier. The Cabinet also decided to promulgate an ordinance to amend certain provisions of the Haryana Value AddedTax Act, 2003 for these changes.

CHANDIGARH, June 13 - Haryana Cabinet, which met underthe chairmanship of Chief Minister,Mr. Bhupinder SinghHooda, here today approved a scheme for re-employmentof the retrenched employees of the State. It has been decided that regular employees of Boards, Corporations and Cooperative Federations andother Public Undertakings, who have been retrencheddue to closure or restructuring of these organisationsbetween March 1, 2000 to March 1, 2005 will be considered for adjustment. However,only those wouldbe considered for adjustment who are less than or 55years of age as on May 18, 2006. The policy of government is based on the sound principle of Section 25-H of the Industrial Disputes Act, 1947,which provides that such retrenched employees willhave preference over others. All vacancies of direct recruitment in Group C and Group D posts in Departments, Boards, Corporations, CooperativeFederations, State Public Sector Undertakings, UrbanLocal Bodies and Panchayati Raj Institutions will bekept aside for adjustment from amongst retrenched employees to be done in six months.

CHANDIGARH, June 12 – The Fatehabad district administration has decided to adopt a multi-pronged strategy to harness rain water under which apart from storing rain water in tanks and ponds and installing recharge tubewells, gardens would be laid under National Horticulture Mission. While stating this here today, an official spokesmansaid that a model has been prepared to harness rainwater at buildings which included mini secretariat,Government Women College, Bodia Khera, sub tehsil office, Bhunna, office of sub division Raita and all89 government senior schools. The rain water would bestored in huge water tanks at these complexes. Thisscheme would cost Rs. 80 lakh.

Chandigarh, June 12- The Haryana School Education Board has decided to issue the Pass Certificates, Partial Achievements and Participated Cards in the offices of all the District Education Officers on June 14 & 15 of those regular students who had appeared in the Matriculation and Senior Secondary Examinations conducted during March 2006. While giving this information a spokesman of the Board said that the certificates and cards of both the academic and professional examinations would be distributed to the heads of all the concerned schools in the offices of all the District Education Officers by the employees of the Board. He further informed that the certificates would be distributed from 11am to 5pm on June 14 and from 9 am to 5pm on June 15. The spokesman said that the heads of all the Government and Recognised Institutes should collect the Pass Certificates, Partial Achievements andParticipated Cards of their regular students in the offices of all the District Education Officers during the prescribed schedule at all costs otherwise they would personally be liable for the non- collection of certificates. He also informed that the certificates of district Hisar and district Bhiwani would be distributed in the Government High School, HAU, Hisar and Government HighSchool, Bhiwani respectively.

Haryana Housing Board would construct 1040 flats

CHANDIGARH, June 6 - Haryana Housing Board would construct 1040 flats of different categories including triple storeyed flats at sector 8 in Kurukshetra, sectors 9 and 52 in Gurgaon and houses in sector 7 of Bahadurgarh at a total cost of Rs.94.04crore. While stating this here today, a spokesman of theBoard said that 633 houses have been constructed fromApril 2005 to March 2006. As many as 2539 houses were being constructed at a cost of Rs. 174.76 crore at Ambala, Karnal, Panipat, Sonipat, Rohtak, Bahadurgarh,Faridabad and Gurgaon. He said that 1062 houses ofdifferent categories constructed at a cost of Rs.42.52 crore have been allotted to the beneficiariesfrom April 2005 to May 2006. Also, 241 houses, 26 residential plots and three commercial properties were sold by auction during the same period. These were valued at Rs. 20.06 crore. He said that the Board had constructed a total of60610 houses of different categories upto March 2006and out of these 71.78 per cent houses were for the categories of economically weaker sections and lower income group. He said that the Housing Board has made 33 percent reservation for women applicants as its committed totheir economic empowerment. Private Universities Act In Haryana

Chandigarh, June 2 - In a significant development, theHaryana Cabinet, today, decided to enact Private Universities Act forestablishment of Self Financed non- Affiliating Private Universities of international standard in theState. A decision to this effect has been taken in view ofthe keen interest being evinced by severalinstitutions to set up Private Universities in thefields of management, computer science, computerapplications, law, environment science and medicaleducation and other new emerging areas of knowledge. A draft of the bill, the Haryana Private UniversitiesBill, 2006 was approved by the Cabinet with thefollowing conditions.At the time of submission of application underSection 4, the sponsoring body must be in ownership ofthe minimum guantum of land. The minimum area of landstipulated under Section 9 be enhanced to 10 acreswithin municipal limits and 20 acres if the universityis to be set outside the municipal limits. LegalRemembrancer may examine whether the resolution of theState Legislative, as stipulated in proviso toSection 6(1) is statutorily required under theconstitution or the Supreme Court decision(s). If thesame is not required, then that provision may bedeleted. This would ensure the necessary statutory frameworkto allow private universities. It would also ensurecertain minimum standards of quality and safeguard theinterests of the students, especially those hailingfrom the State. At present, there are five universities in the Statewhich included Kurukshetra University, Kurukshetra,Maharishi Dayanand University, Rohtak, Ch. Devi LalUniversity, Sirsa, Guru Jambheshwar University, Hisarand Chaudhary Charan Singh Hayrana AgriculturalUniversity, Hisar. Also, there are three deemeduniversities namely the National Institute ofTechnology, Kurukshetra (formerly Regional EngineeringCollege,Kurukshetra), National Brain Research Centre,Gurgaon and National Dairy Research Institute, Karnal.It was observed in the meeting of the Cabinet thatsome of the states like Rajasthan, Uttaranchal andTripura have already enacted a legislation to allowsetting up of private universities. The private universities to be set up in the State,will be self financed and would not be entitled toreceive any grant or other financial assistance fromthe Government or any board or corporation owned orcontrolled by the Government. It would not admit anyother college or institution to the privilege ofaffiliation. The university would have officers known as theVisitor, the Chancellor, Vice Chancellor, Registrar,Chief Finance and Accounts Officer and such otherofficers as may be declared by the statutes to be theofficers of the university. The Governor of Haryanawould be the Visitor of the university and have thepower to call for any paper or information relating tothe affairs of the university. The Chancellor would beappointed by the sponsoring body for a period of threeyears with the approval of the visitor. The ViceChancellor shall be appointed by the Chancellor from apanel of three persons recommended by the Governingbody. The authorities of the university would include agoverning body, board of management, academic counciland such other authorities as may be declared by thestatutes to be the authorities of the university.

Chandigarh, June 1 - Haryana has become the second State after Kerala in the country where the electoral lists for all its 90 assembly constituencies have been published with photograph of each voter. While stating this here today, the Chief ElectoralOfficer of Haryana urged all the voters in the State to check their names, photo and other details and in case of any error including exclusion of name by mistake they should contact the concerned ElectoralRegistration Officer. He said that these lists have been published on the basis of their special brief revision with qualifying date as January 1, 2006. These lists have become effective after their final publication. He said that at the time of final publication of the lists, the total number of voters in the State as onMay 31 was 1,23,17, 361 which included 66,37,606 menand 56,80,355 women. He said that the final publication has been done after a total of 1,66,068 objections were approved and names of 7919 voters were deleted. In all, 9466 entries of voters were corrected. He also urged all political parties to have a look atthe published electoral lists and in case they notice any error it should be brought to the notice ofelectoral registration officer so as to get it corrected.

2006CHANDIGARH, June 1 - Haryana Governmenthas revised the General Provident Fund Rules and these rules have become effective and apply to all categories of employees of the State Government andwhose pay is debitable to the consolidated fund of the government. While stating this here today, a spokesman of theFinance Department said that these rules would not apply to those working on contract basis, adhoc basis,work charged employees, daily wages employees, those working as apprentices and any other category of government employees to whom the competent authority might by general or special order direct that these rules would not apply to them. He said that the heads of offices have been empoweredto sanction advance for illness, confinement or disability; higher education, obligatory expenses,legal proceedings in court of law, defence in departmental enquiry and purchase of household items. The power to sanction advance would be for six months’ pay or 50 per cent of credit in GPF account whichever would be less and further subject to the conditions laid in rule 16. The head of the department has been empowered to sanction withdrawal for building or acquisition of house or flat or plot from Government agency or open market, repay of loan for house or flat and purchase of house site. The extent of power is 90 per cent ofcredit in GPF account or the actual cost whichever isless and further subject to the conditions laid inrule 19. They have also been empowered to sanction withdrawal for additions or alterations in house orflat, up keep of ancestral house, acquiring commercia lor industrial establishments or establishing business for settlement of unemployed children. In this case,the extent of power is 50 per cent of the credit inGPF account or the actual cost whichever is less andfurther subject to the conditions laid in rule 19. He said that head of department has also beenempowered to sanction withdrawan for higher educationof children. It could be upto 75 per cent of thecredit in GPF account or the actual amount required by the institution whichever is less for each child. In case of annual payment, it could be 50 per cent ofcredit in GPF account or the actual amount required bythe institution whichever is less for each child. Itcould also be 25 per cent of the credit in GPF accountor the actual amount required by the institution which ever is less twice in a year for each child and further subject to the conditions laid in rule 20. He said that head of the department has also been empowered to sanction withdrawal for daughter’smarriage or female relative’s marriage, son’s marriage or self marriage. The power to sanction would be to the extent of 75 per cent of credit in GPF account and further subject to the conditions laid in rule 21.Similarly, they could sanction withdrawal for purchaseof motor vehicle and the amount could be 50 per centof credit in the GPF account or the actual cost of thevehicle whichever is less and further subject to the conditions laid in rule 22. The head of the departmenthas also been empowered to sanction 90 per cent withdrawal before retirement on superannuation. The extent of power would be 90 per cent of credit in GPFaccount and further subject to the conditions laid inrule 23.

Chandigarh, May 30 - The National Rural EmploymentGuarantee Scheme will be implemented on priority basis in rural areas of the whole country to generate more employment opportunities for the unemployed youth of the country. This was disclosed by the Union Minister of State forUrban Employment and Poverty Alleviation, KumariSelja, after inaugurating a block of 240 flats of CGEHWO recently constructed at a cost of Rs. 29 crore inSector 25 of Panchkula today by Kumari Selja informed that earlier this scheme was implemented in selected districts of the country. She said that the scheme was implemented in Sirsa and Mahendergarh districts of Haryana. She asserted that the President of the Congress Party, Mrs. Sonia Gandhi instructed the government to formulate and implement people friendly schemes. She further added that the State Government and the Union Government had beentaking historical decisions and making various social welfare schemes for providing better future to all sections of the society. Speaking on the occasion, the Haryana Deputy ChiefMinister, Mr. Chander Mohan stressed upon the sanctioning of special package for the HMT, Pinjore bythe Union Government. He informed that the Centre Government had completed all the formalities for sanctioning of the package and added that the package would soon be released by the government on proirity basis for the benefit of the people of the area.Morni, Raytan, Doon and Barwala region in Panchkula was a hilly area and hence the people of the region were very poor. In these Special Lok Adalats bank loan cases at pre-litigative stage as well as pending in various courts will be taken up for settlement. Any party, if interested to get their case settled in these Special Lok Adalats, they may move an application to the concerned District & Sessions Judge or Chief Judicial Magistrate of the district or Additional Civil Judge (Sr. Div.) at the Sub-Division under whose jurisdiction the case falls. General Lok Adalats will also be held on that day at Hissar, Gurgaon, Kurukshetra, Sirsa, Charkhidadri and Hansi.
The Spokesperson of HSLSA disclosed that for settling maximum cases through the medium of Lok Adalats at pre-litigative stage as well as pending in the Courts, Lok Adalats were held today at Karnal, Rewari, Kosli and Palwal. In these Lok Adalats out of 1043 cases 319 cases were settled. Out of which 54 cases pertaining to death/injury arising out of vehicular accidents under the Motor Vehicles Act were settled wherein an amount of Rs.1,07,40,500/- was awarded as compensation. At the same time 265 cases pertaining to other categories i.e. Civil, Petty Criminal, Bank Loan cases at pre-litigative stage as well as pending were also settled.

Chandigarh, May 24 - Haryana Health Department has decided to implement Janani Suvidha Yojna to provide quality antenatal delivery and post delivery services along with immunization and contraceptives to the people living in urban slums in the state. While stating this here today, a spokesman of the department said that it had, therefore, been decided to appoint 20 District Surveillance Officers (DSO) and avail the services of Non Government Organisations(NGOs) in each district so as to ensure its effective implementation. He said that a single district NGO would not be allowed to cover more than two districts. He said that DSOs would be appointed in each district to provide quality maternal and child health care services to pregnant mothers and children living in urban slums in the state. He said that the DSOs would ensure coverage of all urban slums and felicitate implementation of standard treatment protocols and standard operative procedures by primary health providers. They would also have to keep a check on flow of funds and logistics pertainingto Janani Suvidha Yojna.

Eight satellite phones to ensure fool proof communication in Haryana

Chandigarh, May 19 - The Haryana State Telephone Board , under the Chairmanship of Chief Secretary, Mr. Prem Prashant today approved the proposal of the Home Department to purchase eight satellite phones to ensure foolproof communication among senior officers of Police Department in case of unforeseen natural calamities and other emergencies. While stating this here today, a spokesman of the Home Department said that these phones were necessary as natural calamities like earthquake, storms, floods and man made disasters caused by wars and bomb blasts adversely affect telephone lines and other means of communication break down in such a situation. He said that each of the satellite phones would be provided to Director General Police, Additional Director General Police of Crime and Law and order, Additional Director General Police, headquarters, Additional Director General Police, CID and Inspector General Police of Police Ranges of Ambala, Rohtak, Hisar and Gurgaon. He said that the State Telephone Board also approved the proposal to provide mobile phones to senior police officers in the rank of Director Generals , Additional Director Generals and Inspector Generals on the pattern of IAS officers.

Chandigarh, May 18 - The Haryana State Sanitary Board has approved a budget allocation of Rs.379 crore for water supply and sewerage facilities in urban areas and improvement of water supply in rural areas during the current financial year as against Rs. 265.71 crore provided during last financial year thus showing an increase of 42.6 per cent and focusing on rural areas. The Haryana Public Works Department (Public Health) Minister, Mr. Randeep Singh Surjewala, who was addressing a press conference here today, said that Rs.230 crore were allocated in plan budget in the year 2005-06 as compared to Rs.173 crore during 2004-05 showing an increase of 33 per cent. The allocation of Rs. 330 crore in plan budget for 2006-07 was 90 per cent more as compared to that of the year 2004-05, he added. He said that while laying focus of improving supply of drinking water in rural areas, the supply was augmented in 712 villages during last financial year. Also, under an ambitious programme, drinking water supply was augumented in 500 Harijan Bastis at a cost of Rs. six core during last financial year. A target has now been fixed to cover 450 more Harijan Bastis during this financial year and Rs six crore have also been earmarked for the purpose.

Instead of these facilities, this hospital would have a dietician room, meeting hall, conferencehall, library, shopping centre including the shops of PCO, STD booth, ATM, Police post, Post office, Canteen and Restaurant, Tuck shop and Juice Bar. The spokesman said that there was a proposal for the construction of a Dharamshala for the attendants of the patients and residential accommodation for the Officers and Officials of the hospital.

Chandigarh, May 16 – Haryana government has distributed 80,823 metric tonnes of wheat as an essential commodity among the beneficiaries in the State.
This was disclosed by the Haryana Deputy Chief Minister, Mr. Chander Mohan here today.
He said that those living below the poverty line were given 13345 metric tonnes of wheat at a rate of Rs. 4.84 per kg. They were also given 25 kg wheat on each ration card. He said that 59161 metric tonnes of wheat was distributed among those living above the poverty line. As much as 25 Kg of wheat per ration card per month at a rate of Rs. 6.86 per kg was given to such beneficiaries. He said that 8317 metric tonnes of wheat was given to the beneficiaries of Antodya Ann Yojna (AAY) at a rate of Rs. 2.10 per kg and they were given 35 kg wheat on each ration card per month.

Chandigarh, May 14 – The Central government has identified five Industrial Training Institutes (ITIs) in districts of Gurgaon, Karnal, Faridabad, Ambala and Yamunanagar of Haryana and these have been upgraded as Centres of Excellence so as to produce skilled persons. While stating this here today, an official spokesman said that training has been started in trades of production and management at ITIs in Faridabad and Yamunanagar, leather technology in Karnal, craft instrumentation in Ambala and automobile in Gurgaon. He said that trade of automobile would also be started at ITI in Hisar. With a view to provide employment opportunities to the students who would pass out from these institutes, he said that agreements have been signed with prominent industrial houses like Maruti Udyog Limited, Liberty Shoes Limited, Jai Barat Maruti and Sona Koyo Steering System Limited. He said that a committee has been constituted under the scheme of Central government for smooth conduct of training activities at these institutes. This committee would also help the trainees of these institutes in getting employment opportunities.

Chandigarh, May 14 – Haryana Chief Minister Mr. Bhupinder Singh Hooda today made it clear that the Central Bureau of Investigation (CBI) has not acted against former Chief Minister Mr. Om Prakash Chautala on the request of the State Government, but the chargesheet prepared by the Congress against Mr. Chautala was provided to this Central Agency as it had asked for the same during the investigation of recruitment of JBT teachers as a petition was filed by Mr. Sanjiv Kumar in the Supreme Court in this regard. Mr. Hooda was talking to media persons shortly after addressing a largely attended public meeting at Pataudi in Gurgaon district .

Chandigarh, May 11 - In Haryana, 40 Community HealthCenters (CHCs) have been identified for implementation of schemes of Ayurveda, Yoga and Naturopathy, Unani,Siddha and Homeopathy (AYUSH) so as to provideintegrated health services to the people in the State.While stating this here today, a spokesman of AYUSH department said that these CHCs have been identifiedby the State Health Department under the NationalRural Health Mission. He said that with a view to integrate AYUSH with allopathic system of medicine, the Government has also sanctioned speciality clinics of AYUSH for civil hospitals in Gurgaon, Hisar and Ambala and a specialized therapy center has also been sanctioned for civil hospital, Jind. These would soon be set upto further improve health services at these institutes and the Central Government has released Rs. 52 lakhfor the purpose. He said that a drugs testing laboratory of AYUSH and a Government Ayurvedic Pharmacy would be set up at Kurukshetra with Central assistance. The Central government has alreadyreleased Rs. 2.50 crore for the purpose. He said that with a view to provide necessary medicines to AYUSH institutes, the Central government has released about Rs. 1.24 crore for the purposeduring the last financial year. The Central government had also provided Rs. 5.80 lakh for conductingre-orientation programme for doctors and teachers ofAYUSH. A grant of Rs. 12 lakh was received fromCentral Government for Gaur Brahmin Ayurvedic College,Brahminwas in district Rohtak during last financialyear. The State government had also urged the Central government to provide assistance for upgradation ofShri Krishana Government Ayurvedic College,Kurukshetra. He said that 12 new Ayurvedic dispensaries have beenset up in the State during last financial year and 10 medical camps and fairs of AYUSH have also been organized during the same period to provide healthservices at the door steps of the people. He said thatthe plan and non-plan budget for implementation ofAYUSH schemes during the current financial year wouldbe Rs. 28.83 crore. He said that at present, the state has three Ayurvedic hospitals, a Unani hospital, six Ayurvedic Primary Health Centres, 472 Ayurvedic dispensaries, 19Unani dispensaries and 20 Homeopathic dispensaries.Apart from this, a Government Institute of IndianSystem of Medicine and Research has been functioning at Panchkula. He said that most of the institutes ofAYUSH being run by the government were set up in ruraland backward areas of the State to provide healthservices to the people. Also, five Ayurvedic collegesand a homoeopathic college were functioning in private sector. There were also 458 Ayurvedic and UnaniPharmacies in private sector. The AYUSH departmenthas been implementing Drugs and Cosmetics Act, 1940and Rules 1945 concerning the manufacture forAyurvedic, Unani and Siddha medicines.

Chandigarh, May 11 : Initiating a new beginning inthe power sector, the Haryana Government has decided to allow the power consumers to source their power requirements either from the local distribution company or from any other source by use of Open Access which is provided through the Electricity Act,2003. While informing this, a spokesman of the HVPN saidthat Open Access policy means a frame work under whicha consumer can bring his power from any generator orfrom any trader located any where in the country. Thisof course, to be regulated by different regulations issued by the Central Electricity Regulatory Commission and State Electricity RegulatoryCommission. In Haryana State the HVPNL notified theOpen Access in May 2005. This regulation provided thatin the first phase consumers having contract demand of15 MVA and above may use the Open Access with effectfrom October 1, 2006 and inthe second phase consumerwho have contract demand of 3 MVA and above could use Open Access from October 1, 2007. Consumers having contract demand of 1 MVA and above have been allowed Open Access with effect from April 1, 2008, he added.

They would have to give necessary clearances for development of bore, design of bore and maintain the record of events. Chandigarh, May 8- Haryana Transport Department has a plan to introduce computerised hand held ticketing machines in the buses of State Roadways and to begin with, these machines are being introduced in Volvo Air Conditioned buses and some of the deluxe buses. This was stated by Haryana Transport Minister Mr. Randeep Singh Surjewala while talking to media persons after flagging off a special bus service known as ‘Haryana Gaurav’ from Inter State Bus Terminus here for Delhi today. He said that the department would also buy a total of 3000 buses in the next five years to replace its old fleet. It had already purchased 559 buses during the year 2005-06. During the current financial year, 150 CNG buses have already been purchased and 350 more buses would be added to the fleet. He said that all old deluxe buses would be withdrawn and these would be plied as ordinary buses. The Haryana Roadways would make it a benchmark for the future by not keeping any seven year old bus in its fleet. He said that all seven year old buses would be replaced.

Justice for all "Lok Adalats"

CHANDIGARH, MAY, 6– Lok Adalats were held today at Jagadhri, Kaithal, Narnaul, and Mohindergarh. In these Lok Adalats 754 cases settled. Out of which 32 cases pertaining to death/injury arising out of vehicular accidents under the Motor Vehicles Act were settled wherein an amount of Rs.49,24,600/- was awarded as compensation. At the same time 722 cases pertaining to other categories i.e. Civil, Petty Criminal, Bank Loan cases at pre-litigative stage as well as pending were also settled.
A Rural Lok Adalat was also held at village Nagura (Jind). In this Lok Adalat 100 cases were taken up and 70 cases were settled.The Member Secretary of Haryana State Legal Services Authority further disclosed that in the State of Haryana 2,640 Lok Adalats have so far been organized and as many as 6,00,243 cases have been settled through the medium of Lok Adalats by mutual consent during the course of which more than an amount of Rs.215 crores as compensation has been awarded in 29,074 Motor Accident Claim cases to the accident victims. He further added that 20,908 persons have so far been provided with free legal services and 2,098 legal literacy/legal awareness camps /seminars not only in remote rural areas but also even in the urban slums of the State of Haryana have been organized by the Haryana State Legal Services Authority.
The Member Secretary, HALSA also disclosed that now Lok Adalats will be held at Jind, Safidon and Narwana on 13.5.2006.

Haryana Staff Selection Commission has been selected to get better pay and parks

Chandigarh, May 3 - The Haryana Cabinet, which met here today under the Chairmanship of Chief Minister, Mr.Bhupinder Singh Hooda, has decided to enhance the salary of the Chairman and Members of the Haryana Staff Selection Commission to Rs.24,000 and Rs.21,000 per month respectively. They would also be entitled dearness allowance as may be admissible in future from time to time to Government employees drawing the same pay. The retired Government employees who becomes Member or Chairman of the Commission shall get the aforesaid fixed amount of salary deducting the amount of pension granted to him. The emoluments received by the Chairman and Members of Haryana Staff Selection Commission would accordingly be on the same pattern as that received by the Chairman and Members of the HPSC. The Chairman and Members would also be entitled to house rent allowance of Rs.10,000 per month in the event of non allotment of a Government house.

Punjab and Haryana High Court Justice M M Aggarwal has issued notice for 13th July to Congress Member of Parliament from Hisar Jai Prakash, Deputy Commissioner and district police chief among others after the preliminary hearing on a writ petition.
The petition filed by Hari Ram Bishnoi of village Bir Chikanwas, district Hisar alleged harassment in the hands of Jai Prakash and village Sarpanch Avtar Singh, who were allegedly putting pressure on him to leave his cultivated land.The petitioner submitted that the land belonged to the state government but was being cultivated for over 40 years by him. He alleged that since he was a supporter of the former Chief Minister Bhajan Lal, he was being harassed.

Chandigarh, April 30 - The Dakshin Haryana BijliVitran Nigam (DHBVN) has decided to shift electricity meters of all low tension (L.T.) industries within its area from their premises to out side on the distribution transformers. While stating this here today, a spokesman of the DHBVN said that the electricity meters of the L.T.industries would be installed on the distribution transformers with the view to minimize interference of electricity employees in the matters of consumers, inthe name of checking and taking reading of their meters. With the shifting of the meters , the consumer would not be booked for electricity theft in case of cut in service cable. The spokesman said that department would try to increase the number of power distribution transformers. It would also ensure that only a minimum number of consumers were to be connected to one transformer so that all meters could be fixed at the transformer or near the transformer. In case, any industry was far away from the transformer, the meter could be fixed at any nearby pole. Meters of the industries having independent transformers could be used as distribution transformer (DT) meters and also for the purpose of energy audit. He said that to strengthen energy audit system of the DHBVN, it has launched crash prgramme to install DTmeters on all transformers. Reading of the meterswould be taken every month or bio-monthly . Reading of the DT meters would be compared to the reading of consumers of the area fed from the transformer.Analysis of this data would help finding reasons of line losses in a particular area. The high-tension (HT) industries have already been asked to shift their electricity metering equipment in a room at the main gates which was approachable from the main road. The DHBVN has started installing meters of domestic consumers in safe almirahs being set up at roads or in the streets. As per a newly envisagedscheme the low-tension supply in villages would be given only through cables so as to minimise naked conductor in densely populated areas. The high-tension lines would make ring mains around the villages or it would pass through major streets of bigger villages.Transformer of 25 KVA capacity would be installed inlarge number and the consumer would be given power from the transformer through rubber mounted cables. A meter almirah would also be set up near the transformer for installing meters of the consumers fed from these transformer. It would be voluntary for consumers to put their meters in the almirahs. He clarified that in case, if a consumer was booked for stealing power, his meter would be kept in the almirah only.

The Haryana Sports and YouthWelfare Department has invited applications for scholarship

Chandigarh, April 28 - The Haryana Sports and YouthWelfare Department has invited applications from the school and college students for giving them scholarship for their outstanding performance duringthe year 2005-06. A spokesman of the Department said that the application form of the school players fully completed should reach the headquarter by May 31 and those of college students by July 31. He said that a three-member committee of the senior coaches of the concerned districts would scrutinise the forms before sending it to the headquarter. He said that the performance of the players between April 1, 2005 toMarch 31, 2006 should only be considered for giving them scholarship. He said that the college players who had achieved first position in the National and State level competition would be given a scholarship of Rs. 1800per annum while those students who had got second position in these events would be given a scholarship of Rs.1200 per annum. Similarly, the school players who had achieve first positions in the National and State level competition would be given a scholar ship of Rs. 1200 per annum while those school players who had got second position in these events would be given a scholarship of Rs. 900 per annum.
